Where water actually stands under a house, a perimeter trench collects it and a pump sends it far enough from the foundation that it does not come straight back. This goes in first, before any liner, because sealing a wet space simply hides the water while it keeps working on the framing.
The local wrinkle is what is under the soil. Across much of the Central Basin there is only a thin layer of it before you reach limestone, and rainwater that cannot percolate runs along the top of that rock instead. Why does water show up when it has not rained for two days?
Because it is not falling on your lot, it is traveling to it. On thin soil over rock, water moves laterally along the bedrock surface and can take a day or more to reach your footing from higher ground nearby.
Do I need this before encapsulating?
If water stands under the house, yes. A liner laid over standing water traps it, hides it, and lets it keep working on your joists where nobody can see it.
Where should the pump discharge?
Far enough out that gravity does not return it, and never into a sanitary sewer connection. A discharge ending beside the wall just recycles the same water and makes the pump look undersized.
